Can i use a second inverter as public power to switch on the battery when thay get low?

Yes，you can.But this device will only switch power according to the battery voltage of your main circuit. And you need two inverters.

How can I wire this to my Generac for an auto transfer?

The Unit be wired into your generator by using the public power connections on the unit. However the unit will not auto start your generator. You would need a power relay to do that.

Can this switch be wired with two 220v (split phase power) inputs in lieu of 220v and neutral?

Yes, it can. The neutral would be hot1 the other input hot2.
