Most likely much louder than my ears would appreciate.
Before I read the other reviews, I took 2 of these whistles to a park to test them out and I was not impressed, I could not get a good loud sound out of them, no matter how I blew them. After I read some of the reviews I realized it must be me and not them, but even so I couldn't make them whistle loud or even soft really. But after some time went by I went back to park with one and changed my blowing technique and it worked, they are loud, so loud in fact that I was annoying people at the park and my ears were not happy either. They do require some practice apparently to get a good loud sound out of them or just determination. I hope I can make them whistle loud if I'm ever in an emergency situation.

It's made of plastic so it won't rust and seems pretty durable as a first impression. Like anything, a tool is only as good as the plan on how to use it. Failing to plan=planning to fail.
Nice whistle but it takes a bit to blow for a louder sound. Great for pool use (non-swimmers can use for help needed) since there are no metal parts on it. Good value pack if you need more than 1.
Most states require you to have an audible distress signal device. For anyone on a smaller water craft these would be ideal vs an air horn that could loose it's propellant over time. It's stupid simple and nothing to break down or wear out and yet it meets the USCG requirements for smaller watercraft, thus preventing you from getting a ticket for not having a signaling device on board. I leave one in the captains console for quick access as well as attaching one to each of our flotation devices such that it could be easily used if you are overboard and need to get someone's attention.
